The Sultanate's Moment

Oman Is Building a New Economy — And It Needs the Right People

Oman's Vision 2040 is one of the most ambitious economic transformation plans in the Gulf. The Sultanate is actively diversifying beyond oil and gas — expanding manufacturing, tourism, logistics, green hydrogen, and digital infrastructure at unprecedented scale. Total employment has grown to 2.7 million workers, with the private sector accounting for 68.4% of all jobs. The Duqm Special Economic Zone alone has attracted over $16 billion in committed investment by mid-2025. Construction, manufacturing, and services are growing fastest — and expatriate manpower remains indispensable to this growth.

Manpower First has been placing Indian workers across the Sultanate for over three decades. We understand Omani labour law, Omanisation quota requirements, Ministry of Labour procedures, and the sectors where skilled Indian manpower delivers the most impact. When you recruit through Manpower First, you get fully compliant, pre-vetted, trade-tested workers — mobilised fast.

Oman Vision 2040 — Key Growth Hubs

Where Oman Is Building — Where We Deploy

Oman's economic diversification is concentrated in four major development corridors. Manpower First deploys workers to all of them, with deep familiarity of each hub's sector demand, employer base, and visa processing timelines.

Capital Region

Muscat

Oman's commercial and administrative capital. 32.7% of all national employment is concentrated here. Key demand: construction, engineering, facility management, healthcare, retail, IT, hospitality, and corporate services.

Industrial Hub

Sohar

Home to the Sohar Industrial Port and Freezone — Oman's fastest growing industrial corridor. Sectors: petrochemicals, steel, fertilisers, manufacturing, port operations, and logistics. FDI surged 18.2% in 2024.

SEZ — $16.4B Investments

Duqm

The Special Economic Zone at Duqm is one of the Middle East's largest industrial hubs. The Duqm Refinery, port expansion, and renewable energy clusters are generating massive manpower demand across trades and engineering.

Tourism & Free Zone

Salalah

Oman's southern economic hub and premier tourism destination. The Salalah Free Zone anchors industrial and logistics activity, while luxury resort expansion drives sustained demand for hospitality and service workers.

New Growth Sector

Renewable Energy & Green Hydrogen

Oman is investing heavily in green hydrogen and renewable energy under Vision 2040. Projects across Duqm and Sohar create new demand for electrical, instrumentation, civil, and mechanical trades workers.

Infrastructure Push

Hafeet Rail, Muscat Metro & Roads

Oman's transport infrastructure programme includes the Hafeet Rail link, Muscat Metro, road upgrades, and port expansions. These mega-projects drive sustained demand for civil, structural, and mechanical workers across multiple years.

India–Oman Corridor

600,000 Indians. One of the Oldest GCC Corridors.

India and Oman share one of the oldest and most robust bilateral labour relationships in the GCC. Over 600,000 Indians live and work in the Sultanate, making the Indian community one of the largest expatriate groups. The corridor is governed by India's Ministry of External Affairs framework and the eMigrate system, ensuring safe, legal, and transparent worker mobility.

Despite growing Omanisation efforts, expatriates still constitute 67.1% of the total workforce — and the private sector's appetite for Indian workers remains undiminished. Manpower First deploys workers fully compliant with both Indian emigration law and Oman's Ministry of Labour requirements.

Oman Recruitment Process

From Requirement to Mobilisation

Recruiting foreign workers for Oman involves two government authorities, strict Omanisation compliance, and multiple parallel processes. Manpower First manages every step.

1

Omanisation Quota Assessment

Before any work permit is issued, your company's current Omanisation ratio is assessed. The Ministry of Labour must be satisfied that the expatriate role does not displace an available Omani national. Manpower First advises on compliant quota structuring and prepares all documentation for Ministry submission.

Ministry of Labour — Phase 1
2

Labour Clearance (Work Permit Quota)

The employer applies for Labour Clearance from Oman's Ministry of Labour specifying job title, nationality, salary band, and headcount. Once approved, this authorises hiring of foreign workers against the approved quota.

Ministry of Labour — Phase 2
3

Candidate Sourcing, Trade Testing & Documentation

From our pre-vetted candidate pools or fresh sourcing drives across India, we shortlist, interview, and trade-test candidates to Omani standards. Documents gathered: passport, educational certificates (attested), experience certificates, and employment contract.

Manpower First India — Days 1–8
4

GAMCA Medical Clearance

All GCC-bound workers must pass the GAMCA medical examination at an authorised clinic in India. Manpower First coordinates GAMCA appointments, manages results, and arranges re-testing where necessary — running in parallel with visa processing to save time.

GAMCA Medical — Days 6–16
5

Employment Visa — Royal Oman Police

Post Labour Clearance, the employer applies for individual Employment Visas through the Royal Oman Police portal. Each Employment Visa is valid for 2 years with multiple entries. Manpower First coordinates employer-side portal submissions and visa status tracking.

Royal Oman Police — Days 12–22
6

eMigrate Clearance & Pre-Departure Orientation

Workers in designated categories require Emigration Clearance from India's Protector of Emigrants via the eMigrate portal. All workers complete a Pre-Departure Orientation Training covering their rights, Oman's laws, workplace safety, and employer contact details.

eMigrate India — Days 22–30
7

Worker Mobilisation to Oman

Workers are mobilised to Muscat, Sohar, Duqm, or Salalah as required. Upon arrival, they must undergo a mandatory medical examination within 30 days and register for a Resident ID Card. Manpower First's Oman coordinator supports employer-side arrival procedures.

On-Site Deployment — Days 30–42
