India and Oman signed a Comprehensive Economic Partnership Agreement (CEPA) in Muscat on 18 December 2025, formalising long-term cooperation in trade, investment, and employment. The hiring flexibility it introduces is a binding, permanent commitment — remaining valid even if Oman later amends its labour or Omanisation laws.

Omanisation Quota Assessment
Before any work permit is issued, your company's current Omanisation ratio is assessed. The Ministry of Labour must be satisfied that the expatriate role does not displace an available Omani national. Manpower First advises on compliant quota structuring.

The employer applies for Labour Clearance from Oman's Ministry of Labour specifying job title, nationality, salary band, and headcount. Once approved, this authorises hiring of foreign workers against the approved quota.

Post Labour Clearance, the employer applies for individual Employment Visas through the Royal Oman Police portal. Each Employment Visa is valid for 2 years with multiple entries.
Royal Oman Police — Days 12–22Emigration Clearance & Pre-Departure Orientation
Workers in designated categories complete India-side emigration formalities. All workers complete a Pre-Departure Orientation Training covering their rights, Oman's laws, workplace safety, and employer contact details.
India Emigration — Days 22–30Worker Mobilisation to Oman
Workers are mobilised to Muscat, Sohar, Duqm, or Salalah as required. Upon arrival, they must undergo a mandatory medical examination within 30 days and register for a Resident ID Card.
