India's Most Trusted Israel Recruitment Agency

One of India's Leading Overseas Manpower Recruitment Agencies and Companies

For Israeli employers, the most critical decision right now is choosing the right overseas manpower recruitment agency in India. The quality of your workforce — and how quickly they arrive — depends entirely on that choice. With 39 years of experience, Manpower First is one of India's most established overseas manpower recruitment agencies.

Based in Mumbai, we have placed thousands of skilled and semi-skilled workers across the Middle East, Europe, and Asia. Israel is one of our priority markets, and we know the India–Israel route in depth, from sector-specific skill requirements to what PIBA (Israel's Population and Immigration Authority) typically expects at each stage of an employer's own approval process.

India — Israel Bilateral Labour Agreement

India and Israel signed a framework agreement in November 2023 covering construction and caregiving, and in February 2026 added protocols for manufacturing, commerce and services, and restaurants. These agreements set worker protections and the standards that recruitment must follow. Manpower First works within the rules that apply to each sector.

We source and prepare candidates so that once your PIBA approval is in hand, deployment moves fast.

Latest Development — February 2026

India & Israel Just Expanded the Worker Pipeline by 50,000

During Prime Minister Modi's visit to Israel in February 2026, the two governments announced a quota of up to 50,000 Indian workers over the next five years and signed three implementation protocols: manufacturing, commerce and services, and restaurants. These sit alongside the 2023 agreement covering construction and caregiving.

Israel's foreign workforce passed 227,000 by the end of 2025, with roughly 61,000 new work permits issued that year. Israeli press put the figure at about 245,000 in April 2026, including about 51,700 workers from India. For Israeli employers, more sectors are now open to Indian manpower than before, and Manpower First helps employers in these sectors source and screen candidates as allocations open.

Hiring From India in 2026 and 2027: Which Routes Are Open

Israel is moving recruitment from India towards government-run channels, sector by sector. This is where each sector stands, so you know which route applies before you start.

Know Your Recruitment Route

G2G vs. B2B — Which Route Are You On?

Indian workers reach Israel through two separate channels. Knowing which one applies to your sector is the fastest way to avoid unnecessary delay.

G2G — Government-to-Government

Run jointly by India's National Skill Development Corporation (NSDC) and PIBA. Workers are screened into an official pool and released against employer requests, in quota-bound batches with fixed role categories.

B2B — The Private Route

A licensed recruitment agency works directly with the employer. Sourcing begins the moment you share your requirement, and you set the roles, headcount, and timeline. Where this route is open for your sector, this is how Manpower First works with you.

Status: October 2026

Construction

  • Indian construction workers have arrived through two routes: the government route, run with India's National Skill Development Corporation, and private recruitment by licensed Israeli manpower corporations
  • Press reports of 5 and 6 October 2026 state that the Population and Immigration Authority will end private recruitment from India in construction from 1 January 2027
  • If you are a recruitment agency in Israel for foreigners in construction, confirm the position with the Authority before planning your 2027 intake
Private Route Reported to Close 1 January 2027
Status: October 2026

Factories and Food Production

  • Factories holding a permit have been able to recruit from India directly or through a recruitment agency, and India has been on Israel's approved list for private recruitment in industry
  • A manufacturing protocol between India and Israel was signed in February 2026
  • Under Israel's industry procedure, private recruitment from a country stops one month after its bilateral agreement takes effect, so check the current status before you apply
Check Current Status Before Applying
Status: October 2026

Commerce and Services

  • The February 2026 protocol covers retail, cleaning, logistics, warehousing, food processing, hospitality, and recycling
  • Most positions in this sector so far have been filled through private recruitment, with further allocations expected under bilateral agreements
  • Allocations are issued to named employers, so your permit decides how many workers you can bring
Protocol Signed February 2026
Status: October 2026

Restaurants and Caregiving

  • Restaurants: the February 2026 protocol covers restaurants, cafés, and other food preparation and sales businesses
  • Caregiving: Indian caregivers have arrived through both the 2023 government agreement and private channels
  • In both sectors the permit is tied to the named employer or care recipient
Route Confirmed Case by Case

Where a sector is served only through the government route, selection runs through the official pool, and we will tell you so in our first reply rather than accept a requirement we cannot fill. Rules in this area change often; treat this summary as a guide and confirm with the Population and Immigration Authority or your immigration adviser.

Why Indian Workers

Why Israeli Employers Choose Indian Workers

Indian workers are among the most sought-after globally, on skill, reliability, and adaptability.

Proven Trades — Decades of Export Experience

India has been sending skilled tradespeople to demanding international markets for over 40 years. Indian machine operators, welders, masons, and caregivers arrive with trade experience, and many candidates have already worked in the Gulf or Europe.

Large Active Candidate Network — Fast to Mobilise

India has one of the world's largest workforces. Manpower First combines an established candidate network with active, targeted sourcing for every new requirement, so first shortlists are typically delivered within 7 days, not weeks.

English-Language Communication

Many Indian workers with overseas experience have working English, which eases site and factory instructions from day one. We check it at interview, so you know each candidate's level before you choose.

Our Methodology

How Manpower First Sources and Screens Candidates for Israeli Employers

As one of India's most experienced overseas manpower recruitment companies, Manpower First combines an established candidate network across Israel's core sectors — construction, agriculture, caregiving, manufacturing, and food service — with active, targeted sourcing for every new requirement. No two employer briefs are identical, so alongside our existing network, our team runs a fresh search each time to find candidates who genuinely match the specific role, sector, and site conditions an employer needs.

Database & Active Sourcing

We draw on an established candidate network across every sector, combined with active scouting and fresh sourcing specific to each new requirement, since no two roles are identical.

Trade Skill Verification

Practical skill tests and trade certifications are checked against the employer's actual job requirements, not just paper qualifications.

Background & Identity Verification

Documented employment history, identity checks, and police clearance verification are completed as part of shortlisting.

Structured Interviews

Video or in-person interviews assess communication ability, adaptability, and genuine long-term relocation intent, to reduce early attrition after deployment.

Shortlist Delivery

A shortlist of 3 to 5 strong candidates per role, typically delivered within days of receiving your requirement.

Medical Fitness Testing

Once a candidate is selected by the employer, formal medical fitness testing is arranged as the next step, ahead of deployment preparation.

This is what separates an established overseas manpower recruitment agency from a broker simply forwarding resumes. Every candidate Manpower First presents to an Israeli employer is sourced and evaluated specifically for that role — not pulled from a static, pre-made list — among the many overseas manpower recruitment companies competing for the same roles.

The Complete Process

How Israeli Employers Recruit Workers From India

Recruiting Indian workers to Israel runs on two parallel tracks: the employer's own PIBA approval and permit process, and Manpower First's candidate sourcing and screening process. Knowing which recruitment route you're on — and what your sector specifically requires — is what separates a fast, predictable hire from a stalled one.

Phase One

PIBA Employer Approval & Recognition

Before any candidate can be selected, the Israeli employer must be recognised by PIBA as an approved employer of foreign workers. What this recognition looks like depends entirely on your sector — a construction company, a farm, and a household hiring a caregiver each go through a different approval track.

  • Manpower First can outline what PIBA typically expects at each stage, while the application is yours to file and hold
  • New employer applications are typically approved within 2 to 4 weeks; employers already PIBA-approved can proceed straight to candidate selection
  • Sector requirements differ meaningfully — see the sector-by-sector breakdown further down this page for exactly what your business needs to qualify
  • Tell us your sector and headcount and we'll help you identify the right approval category before you apply
Timeline: 2 — 4 Weeks
Phase Two

Candidate Sourcing & Offer Letters

On the private route, sourcing begins the moment we receive your brief. We present a shortlist of 3 to 5 role-matched, pre-assessed candidates per position, typically within 7 days.

  • All candidates undergo skill assessments and trade-specific tests before shortlisting, matched against your actual job requirements
  • Police clearance and reference verification are completed as part of shortlisting, not after
  • Employers review candidate profiles, conduct video interviews, and select who to move forward with
  • Once you select a candidate, you issue the offer letter — this becomes part of your own PIBA permit application
First Shortlist: 7 Days
Phase Three

Work Permit & B-1 Visa — Employer & Worker Led

With the offer letter in hand, PIBA issues a worker-specific work permit, and the B-1 visa is processed through the Israeli embassy in India. Both the permit and the visa are held directly by the employer and worker — Manpower First's role here is entirely on the candidate-preparation side.

  • Work permits are employer-specific and worker-specific — they cannot be transferred if either side changes
  • The B-1 visa is typically issued within 2 to 3 weeks once the permit is approved
  • Manpower First arranges each candidate's medical fitness examination at an approved medical centre during this window — only after the offer letter is signed, never before
  • We keep every piece of candidate-side documentation current, so nothing on our end holds up your PIBA submission
Timeline: 3 — 4 Weeks
Phase Four

Pre-Departure & Deployment

In the final stretch, Manpower First manages every candidate-facing detail so your new hires land ready to work, not still settling in.

  • Pre-departure orientation covers Israeli workplace culture, your expectations as the employer, and the worker's legal rights
  • All original documents are handed to you on the worker's arrival, exactly as PIBA requires
  • Workers must register at the nearest Interior Ministry (Misrad HaPnim) office within 72 hours of arrival — an employer responsibility we brief you on well in advance
  • Manpower First stays reachable for candidate-side queries for the life of the contract, while permit renewals and ongoing PIBA compliance remain yours to manage

Common Questions

Frequently Asked Questions — Israeli Employers

Process & Timelines Legal & Compliance Costs & Sectors About Manpower First
How quickly can Manpower First supply workers to Israel? +

We begin presenting shortlisted, verified candidates within 7 days of receiving your detailed brief. For employers who already hold PIBA approval, the overall timeline from candidate selection to workers on site is typically 6 to 10 weeks; our deployment of 10 industrial machine operators to a packaging plant in Tel Aviv took 45 to 60 days. Manpower First handles candidate sourcing, screening, and candidate documentation, while the employer obtains and holds all PIBA approvals and work permits, as required under Israeli law.

How does Manpower First verify candidate skills? +

All candidates undergo role-specific skill assessments and, where required, technical tests and trade certification checks before being shortlisted. Once an employer selects a candidate and the offer letter is signed, a medical fitness examination is arranged at an approved medical centre ahead of departure, not before. Every requirement gets a fresh search, not a static pool of pre-cleared candidates.

Can we test candidates before we hire them? +

Yes. We record video trade tests against your job description, arrange live video interviews with every shortlisted candidate, and can host your team in Mumbai to interview and test candidates in person. You decide who receives an offer letter.

What is the minimum number of workers we can request? +

Manpower First handles both individual placements and bulk mobilisations of hundreds of workers. Contact us with your requirement and we will advise on the most efficient approach based on your timeline, sector, and current PIBA quota availability.

Which recruitment routes from India are open in 2026 and 2027? +

It depends on the sector. Construction has used both the government route and private recruitment, and press reports of October 2026 state that private recruitment from India in construction will end on 1 January 2027. Factories have been able to recruit from India privately, but a manufacturing protocol was signed in February 2026 and private recruitment from a country stops one month after its bilateral agreement takes effect. Commerce and services and restaurants also have protocols signed in February 2026. Confirm the current status for your sector before applying.

Is deployment of Indian workers to Israel legally compliant? +

Yes. India and Israel signed a framework agreement in November 2023 covering construction and caregiving, and in February 2026 added protocols for manufacturing, commerce and services, and restaurants. Manpower First sources and screens candidates within the rules that apply to each sector, so that employers can proceed through their own PIBA approval and permit process with a qualified, verified workforce.

What is PIBA and how does it affect hiring Indian workers? +

PIBA, the Population and Immigration Authority, is Israel's central body managing foreign worker quotas, employer approvals, and work permits. Israeli employers must obtain PIBA approval before hiring foreign workers, and the employer holds the resulting permit throughout. Manpower First prepares candidates so they are ready the moment your approval comes through.

What is the India–Israel bilateral MoU and what does it cover? +

The India–Israel framework agreement of November 2023 is a government-to-government arrangement for sending Indian workers to Israel. It began with construction and caregiving, and in February 2026 three further protocols were signed for manufacturing, commerce and services, and restaurants, with a quota of up to 50,000 Indian workers over five years. The agreements set worker protections and recruitment standards.

What type of visa and work permit do Indian workers need for Israel? +

Indian workers in Israel are issued a B-1 work visa under sector-specific tracks administered by PIBA. Work permits are employer-specific and worker-specific, and the Israeli employer applies for and holds the permit throughout. Manpower First's role is sourcing and screening job-ready candidates and preparing the candidate documents that application needs.

What are an Israeli employer's legal obligations when hiring Indian workers? +

Israeli employers must provide the national minimum wage and statutory overtime, a weekly rest of at least 36 consecutive hours, employer-funded medical insurance from day one, accommodation meeting PIBA standards where required, and a written employment contract. Manpower First briefs every employer on these obligations upfront; meeting and documenting them for PIBA remains the employer's responsibility.

Can a recruitment agency in Israel for foreigners in construction still recruit from India? +

Until the end of 2026, yes, according to current reports. Press reports of 5 and 6 October 2026 state that the Population and Immigration Authority will end private recruitment from India in construction from 1 January 2027, leaving the government route. Manpower corporations should confirm the position with the Authority before planning their 2027 intake.

What salary must an Israeli employer pay Indian workers? +

Israeli employers must pay at least Israel's national minimum wage, which is NIS 6,443.85 per month for a full-time position from April 2026. Indicative monthly earnings are NIS 6,444 to 9,000 in construction, NIS 6,444 to 7,500 in agriculture, and NIS 6,444 to 8,500 in caregiving, depending on trade, experience, and care level. Overtime is paid at statutory rates: 125% for the first two additional hours and 150% thereafter.

Is Israel expanding its intake of Indian workers in 2026? +

Yes. During Prime Minister Modi's visit to Israel in February 2026, the two governments announced a quota of up to 50,000 Indian workers over the next five years and signed protocols for manufacturing, commerce and services, and restaurants. Israel's foreign workforce passed 227,000 by the end of 2025.

Which trades does Manpower First supply for Israel? +

Machine operators, production and maintenance workers, mechanics, welders and fabricators, food processing staff, warehouse workers and forklift operators, commercial cleaners, kitchen staff and cooks, construction trades such as formwork carpenters, steel fixers, tilers and plasterers, and caregivers.

Is Manpower First a manpower company in Israel? +

Manpower First is a manpower company based in Mumbai, India, established in 1987. We are not an Israeli employment agency and are not connected with the global staffing brand Manpower. We work for Israeli employers, and alongside employment agencies in Israel, licensed manpower corporations, and recruitment bureaus, as their manpower agency and sourcing partner in India.

Are there Manpower First reviews from Israeli clients? +

Yes. ASPK — Advanced Solutions for Packaging, in Tel Aviv, says: "We needed experienced industrial machine operators for our packaging facility in Israel. Manpower First sourced, medically cleared, and deployed 10 operators — all fully trained and ready from day one." That deployment took 45 to 60 days.

Why work with an overseas manpower recruitment agency in India instead of sourcing directly? +

Israeli employers sourcing workers directly from India face language barriers, unfamiliarity with regional labour markets, and no local verification infrastructure. An established overseas manpower recruitment agency in India already has the sourcing network, trade-skill verification process, and on-the-ground presence that a foreign employer cannot easily replicate. Working with a proven recruitment agency in India — Manpower First has operated as a manpower agency in India for 39 years — reduces hiring risk and speeds up shortlist delivery.

Does Manpower First deploy Indian workers to other countries besides Israel? +

Yes. Manpower First serves 14 countries: Israel, Saudi Arabia, Bahrain, Kuwait, Qatar, Oman, Germany, Croatia, Russia, Poland, Romania, Bosnia, Japan, and Mauritius.
