India and Japan signed a formal Memorandum of Cooperation on Specified Skilled Workers, creating a legally protected, government-backed pathway for Indian professionals to work in Japan. In August 2025, both governments launched the landmark Action Plan for India–Japan Human Resource Exchange — targeting 500,000 personnel exchanged over five years, including 50,000 skilled and semi-skilled Indian workers deployed to Japan across priority sectors.

Japanese employers recruit Indian workers through the Specified Skilled Worker (SSW) visa programme. The process involves registering as a certified employer in one of Japan's 16 eligible sectors, partnering with a registered overseas recruitment agency like Manpower First, coordinating skills tests and Japanese language assessments for candidates, applying for a Certificate of Eligibility (COE) from Japan's Immigration Services Agency, and supporting workers through their visa application at the Japanese Embassy in India. Japan's Specified Skilled Worker (SSW) visa was introduced in 2019 to address labour shortages in 16 designated industries. SSW Type I allows mid-level skilled workers up to 5 years of stay. SSW Type II is for advanced-skilled workers and allows unlimited renewals and the right to bring family members. All SSW candidates must pass an industry skills test and demonstrate Japanese language ability. Wages typically range ¥180,000–¥250,000/month.

Japanese employers need company registration documents, business licence, financial statements, signed employment contracts for each worker, and — from 2025 — a cooperation confirmation letter with local authorities as part of the new COE application requirements.
