When you hire workers from India, documentation is the most complex part — different for every destination country. As your recruitment agency in India, Manpower First manages every compliance layer end-to-end.

India's eMigrate portal, managed by the Protector of Emigrants (PoE), governs the departure of ECR passport holders to designated countries. Manpower First coordinates emigration clearance for all eligible workers — ensuring every worker departs legally and is protected under Indian emigration law.
For all GCC deployments (Saudi Arabia, Kuwait, Qatar, Bahrain, Oman), workers must complete a mandatory medical examination at a GAMCA/Wafid-approved centre in India. The examination covers HIV, Hepatitis B/C, tuberculosis, malaria, and general fitness. Manpower First books all appointments, tracks results, and manages all supporting documentation. Employers are not required to coordinate this directly.
Pravasi Bharatiya Bima Yojana (PBBY) is mandatory insurance coverage for Indian workers deploying to ECR countries. It provides life and accidental coverage for the duration of the employment contract. Manpower First ensures all eligible workers are enrolled in PBBY as part of the pre-departure documentation process.
For Hague Convention countries (Germany, Croatia, and others), educational certificates, police clearance certificates and experience letters require Apostille from India's Ministry of External Affairs. For non-Hague countries (Saudi Arabia, UAE, Kuwait, Qatar, Oman, Bahrain), documents require Embassy Attestation. Manpower First coordinates all attestation routes.
Every country has its own work permit and visa pathway — from Saudi Arabia's Qiwa block visa and Kuwait's NOC system to Japan's Certificate of Eligibility (COE) and Germany's Accelerated Skilled Worker Procedure (§81a). Manpower First manages the complete visa application process for every country we operate in.
Before deployment, every worker completes a pre-departure orientation covering host-country culture, employer expectations, safety regulations, and basic language preparation where required. For Japan this includes JLPT/JFT language readiness. For Germany, basic German communication. For Israel, basic Hebrew orientation. Workers arrive ready — not raw.
