Bahrain's Workforce
Demand. India's Answer.

Bahrain's private sector is 80% expatriate — and Indians have been at its heart for decades. With 332,000 Indian nationals comprising nearly a quarter of the Kingdom's entire population, India is not just a source country for Bahrain — it is the foundation of its workforce. Construction leads permit issuance, manufacturing contributes 14.1% of GDP (the highest in the GCC), and sectors from finance to hospitality are growing rapidly under Vision 2030.

Manpower First is India's most established overseas manpower recruitment agency — sourcing, screening, and deploying both blue-collar and white-collar workers to Bahrain's most demanding employers since 1987. We are an LMRA-compliant partner who manages every step: from verifying your employer file to worker mobilisation. And unlike any other GCC corridor, Bahrain moves fast — our record is 13 days from demand letter to workers on-site.

India–Bahrain Bilateral Framework

The MoU That Protects
Every Deployment

India and Bahrain formalised their labour relationship with a Memorandum of Understanding on Labour and Manpower Development in 2009 — creating a legally structured, bilaterally protected framework for Indian worker deployments. Every worker Manpower First places in Bahrain is deployed within this framework, with full protection of rights, wages, and working conditions on both sides.

Bahrain's Economic Vision 2030 is actively diversifying its economy beyond oil — driving demand for skilled workers across manufacturing, finance, technology, hospitality, and healthcare. With 80% of the private sector workforce being expatriate and active permits reaching 631,763 by Q2 2024, the demand pipeline for Indian workers is deep, sustained, and growing.

Employer Compliance Guide

LMRA, Bahrainization
& WPS — What You Need to Know

Hiring Indian workers in Bahrain is straightforward — when you understand the compliance framework. Here is what every Bahraini employer needs to know before recruiting, and how Manpower First keeps you on the right side of every rule.

Active LMRA Employer File
Your company must be registered on the LMRA portal with an active Expat Management System (EMS) account. If your file is lapsed or your commercial registration has changed, reactivation is required before any sourcing can begin. Manpower First checks your file status before we start — catching issues before they cause delays. Work permit fees range from BHD 97.5 (6 months) to BHD 390 (2 years) per worker.
Step 1 Prerequisite
Work Permit Quota & Bahrainization
LMRA allocates work permit quotas by establishment and sector. Confirm your available quota before issuing a demand letter — a demand letter for 30 workers against a quota of 20 creates a processing hold. Bahrainization (minimum Bahraini staff ratios) applies to companies competing for government contracts. Non-government companies have no mandatory quotas but may pay BHD 250 per non-Bahraini worker annually if below sector targets. We advise on this before every recruitment begins.
Quota Management
Wage Protection System (WPS) — 2025/26
From February 2026, Bahrain's Wage Protection System (WPS) becomes mandatory. Employers must register in EMS, appoint a Wage Responsible Person, and upload monthly salary files for electronic bank processing. LMRA will tie WPS compliance to work permit issuance — non-compliant employers risk delays in permit approvals. Manpower First briefs all new Bahraini employer clients on WPS readiness as part of our onboarding process.
New — February 2026
Sector-Specific Pre-Clearances
Certain professions require additional pre-clearance before LMRA approves a work permit. Healthcare workers need NHRA (National Health Regulatory Authority) licensing verification. Teachers and academic staff require Ministry of Education credential equivalence. Engineers may need registration with recognised Bahraini or GCC engineering bodies. Manpower First identifies all sector-specific requirements upfront so your application is never delayed by missing approvals.
Healthcare · Education · Engineering
Employer Documents Required
Valid commercial registration (CR), active LMRA EMS account, confirmed quota balance, proof of good standing with social insurance authorities, and signed employment contracts per worker. Accommodation must be specified in the demand letter — LMRA verifies this. For industrial roles, worker housing must meet LMRA housing standards. Manpower First prepares and reviews all documentation before submission.
Document Checklist
Permit Validity & Renewal
Standard work permits are issued for 1–2 years, renewable via the LMRA EMS portal up to 6 months before expiry. The employer initiates renewal — no need for workers to travel. The CPR (Central Population Registry) card is issued upon arrival after biometrics and medical checks. Renewals require updated documents and fee payment. We alert clients 60 days before permit expiry to ensure uninterrupted operations.

Day 1
2
Verify Your LMRA Employer File
Manpower First verifies your LMRA EMS account is active, your commercial registration is current, and your work permit quota balance is sufficient for your requirement. If your file is lapsed or your quota is exhausted, we guide you through reactivation or quota expansion before sourcing begins — preventing processing holds later.
Day 1–3
3
Candidate Sourcing & Shortlisting
Sourcing begins in parallel with LMRA preparation — never sequentially. We search our pre-vetted candidate database and conduct fresh sourcing across India. All candidates undergo CV screening, qualification verification, and trade testing where applicable. We deliver a qualified shortlist within 7–10 days of requirement confirmation.
Days 1–7
4
Interviews & Final Selection
Selected candidates are presented for video or in-person interviews with your team. Trade tests, skill assessments, and reference checks are conducted as required. For regulated sectors (healthcare, education, engineering), we coordinate any additional NHRA or Ministry pre-clearance documentation in parallel, so approvals arrive together.
Days 5–10
5
Work Permit Application via LMRA EMS
The employer submits work permit applications for each selected worker through the LMRA Expat Management System (EMS) portal, specifying job title, salary, contract duration, and accommodation details. Manpower First compiles and reviews all required documents for each worker. LMRA typically issues a decision within 5–10 business days. We track every application and respond immediately to any LMRA queries.
Days 3–12
6
Medical Clearance & Emigration (India Side)
Simultaneously with LMRA processing, Manpower First coordinates mandatory medical examinations for all selected workers at NHRA-approved clinics in India. Workers in notified occupational categories obtain Emigration Clearance from India's Protector of Emigrants (POE) via the eMigrate portal. Unfit results are flagged immediately and replacement candidates are sourced without delay.
Days 5–12
7
Entry Visa, Pre-Departure & Mobilisation
Once the work permit is approved, an entry visa is issued electronically via the LMRA/NPRA system. Manpower First coordinates pre-departure orientation, air tickets, and final documentation. Workers arrive in Bahrain and complete biometrics and medical screening within the mandated timeframe. The employer applies for each worker's CPR (Central Population Registry) card — we guide you through this process too. Total timeline from demand letter: 13–17 days.

Recruitment Agency Bahrain — FAQs

Frequently Asked Questions

How can Bahraini employers recruit workers from India? +
Bahraini employers recruit Indian workers through a licensed overseas manpower recruitment agency like Manpower First. The process involves ensuring your company holds an active LMRA EMS account with sufficient quota, submitting work permit applications via the Expat Management System, coordinating GAMCA/NHRA medical tests for selected candidates in India, and managing Emigration Clearance via India's eMigrate portal. Manpower First manages every step end-to-end. Bahrain is the fastest GCC corridor — most deployments complete in 13–17 days from demand letter to workers on-site.
Is there a bilateral agreement between India and Bahrain for manpower recruitment? +
Yes. India and Bahrain signed a formal Memorandum of Understanding on Labour and Manpower Development in 2009. This MoU governs the legal framework for Indian worker deployments, providing protections for both employers and workers. Over 332,000 Indians live and work in Bahrain — nearly a quarter of the total population — making them the largest expatriate community in the Kingdom. Manpower First operates fully within this bilateral framework.
What is the LMRA and how does it affect recruitment from India? +
The LMRA (Labour Market Regulatory Authority) is Bahrain's central authority for work permits and expatriate employment. Every employer hiring foreign workers must be LMRA-registered with an active Expat Management System (EMS) account and sufficient quota. Work permit applications are submitted via the EMS portal. Permits are valid for 1–2 years, renewable digitally. LMRA typically decides within 5–10 business days. Manpower First verifies your LMRA file status before sourcing begins, preventing any compliance delays.
How quickly can Manpower First deploy workers to Bahrain? +
Bahrain is the fastest GCC corridor for Indian manpower. With a clean demand letter and active LMRA file, the average is 15–17 days from demand letter to workers on-site. Our record is 13 days. We run sourcing and LMRA processing in parallel — you are never waiting on one while the other catches up. For new employers with a first-time LMRA file, allow 20–22 days for initial file verification.
What is Bahrainization and does it affect my ability to hire Indian workers? +
Bahrainization refers to LMRA's policy requiring certain employers to maintain a minimum percentage of Bahraini nationals. For private companies not competing for government contracts, there are no mandatory quotas. For companies seeking government tenders, LMRA mandates sector-specific Bahrainization percentages. Companies below target rates can still hire foreign workers but pay an additional BHD 250 (approx. $663) annually per non-Bahraini worker. Manpower First advises every client on their exact obligations before recruitment begins.
What documents does a Bahraini employer need to recruit from India? +
Bahraini employers need: valid commercial registration (CR), active LMRA EMS account in good standing, confirmed work permit quota balance, proof of good standing with social insurance, accommodation details specified in the demand letter, and signed employment contracts per worker. Regulated sectors (healthcare, education, engineering) require additional pre-clearance from NHRA or relevant ministries. Manpower First prepares, reviews, and submits all documentation on your behalf.
Does Manpower First also deploy Indian workers to other countries? +
Yes. Manpower First is a leading overseas manpower recruitment agency in India, deploying workers to Croatia, Israel, Japan, Kuwait, Qatar, Russia, Saudi Arabia, and other markets across the GCC, Europe, and Asia. Bahrain is one of our most active and fastest corridors, supported by the India–Bahrain MoU signed in 2009.
