Why Croatia

Growth Opportunities Galore

Croatia's strategic location at the crossroads of Central and Southeast Europe, coupled with its EU and Schengen membership, offers immense growth potential for both employers and job seekers. Croatia faces acute labour shortages in construction, tourism, and manufacturing as younger Croatians migrate to higher-wage EU markets — creating a sustained, growing opportunity for Indian workers.

By partnering with Manpower First, you tap into a pool of highly motivated and skilled Indian professionals eager to contribute to your organisation's success. Our expertise in Croatian recruitment enables us to identify candidates who possess the right blend of talent, experience, and cultural adaptability.

Croatia abolished its work permit quota system in January 2021. There is no cap on the number of Indian workers a Croatian employer can hire, provided the correct HZZ process is followed.

Step-By-Step Process

How To Recruit Indian Workers For Croatia

Croatia abolished its quota system in January 2021 — making it straightforward for Croatian employers to hire Indian workers. Here is the verified, end-to-end process.

01
Share Your Requirement With Manpower First
Contact us with your vacancies — roles, required qualifications, salary, and start date. We begin sourcing from our pre-vetted Indian candidate database immediately while your permit process runs in parallel.
02
Labour Market Test Via HZZ
Your Croatian company submits a Labour Market Test request to HZZ (Croatian Employment Service). HZZ checks its database for suitable Croatian or EU nationals. If none are found, you are cleared to hire. This takes approximately 15 days.
Construction, tourism and many manufacturing roles are often exempt from this test
03
HZZ Issues Positive Clearance
HZZ issues a positive opinion valid for 90 days. Your company is cleared to submit the Stay and Work Permit application for the Indian worker.
04
Work and Residence Permit Application
The employer — not the worker — submits the combined Stay and Work Permit application via the HZZ online platform or to the Ministry of the Interior (MUP). Manpower First prepares and coordinates all Indian-side documentation including apostilled qualifications, police clearance, and employment contract.
05
Permit Approved — 30 to 60 Days
MUP processes the application. As of March 2025, permits can now be issued for up to 3 years. Seasonal permits: up to 9 months. EU Blue Cards for highly skilled workers: up to 4 years.
06
Long-Stay Visa (Type D) Applied In India
Once the work permit is approved, the Indian worker applies for a Type D long-stay visa at the Croatian Embassy or Consulate in India. Manpower First assists with all visa documentation and the appointment process.
07
Pre-Departure Formalities In India
Manpower First handles all pre-departure formalities: medical fitness examination, attestation of educational certificates, police clearance certificate, travel insurance, and a structured orientation on Croatian workplace culture and safety regulations.
08
Arrival In Croatia and Biometric Registration
Workers travel to Croatia and register at the local police station. The biometric residence permit is collected approximately 21 days after arrival. Workers are fully legal and ready to work from day one.
By Croatian law, employers cannot pass permit costs to workers
Industries We Serve

Sectors We Supply Workers For In Croatia

Croatia's labour shortages are most acute in these industries. Indian workers are legally permitted and increasingly in demand across all of the following sectors.

Construction
Masons, carpenters, steel fixers, shuttering carpenters, electricians, plumbers, welders, and general construction labourers. One of Croatia's highest-demand sectors — often exempt from the HZZ labour market test.
Tourism and Hospitality
Hotel staff, chefs, cooks, kitchen helpers, waiters, room attendants, and front desk staff. Croatia's tourism industry creates massive seasonal and year-round demand for skilled workers.
Manufacturing
Production line operators, machine operators, quality control staff, packaging workers, and assembly line workers across Croatia's growing industrial base.
Food and Catering
Restaurant and catering staff including chefs, sous chefs, commis cooks, and food service workers. Indian culinary workers are highly regarded across European hospitality markets.
Agriculture and Forestry
Seasonal and permanent agricultural workers for Croatia's farming and forestry sectors. Seasonal agriculture roles are exempt from the HZZ labour market test.
Logistics and Warehousing
Warehouse operatives, forklift operators, drivers, and logistics support staff for Croatia's growing role as a key Southeast European transit hub.
Cleaning and Facility Management
Cleaning supervisors, industrial cleaners, janitorial staff, and facility maintenance workers for commercial, hospitality, and public sector contracts.
Technical and Maintenance
HVAC technicians, mechanical fitters, maintenance engineers, and technical trades supporting Croatia's expanding industrial and hospitality infrastructure.

Why Croatia For Indian Workers

Croatia: A Smart Choice For
Indian Manpower Deployment

EU and Schengen Access

Croatia is a full EU member (since 2013) and joined the Schengen Area in 2023. This gives Indian workers freedom of movement within the Schengen zone and provides employers with a stable, EU-regulated workforce framework.

Strong Salary Levels

The average net salary in Croatia reached approximately EUR 1,318 per month in 2024-25. Blue-collar workers in construction and tourism command competitive wages, making Croatia highly attractive for Indian workers seeking European employment.

Labour Shortage — Your Opportunity

Young Croatians are increasingly moving to Germany, Austria, and other high-wage EU markets, creating sustained labour shortfalls in construction, hospitality, and manufacturing. Indian workers fill this gap with skill, reliability, and commitment.

No Quota System

Croatia abolished the work permit quota system on 1 January 2021. There is no upper limit on the number of Indian workers a Croatian employer can hire — only the HZZ and MUP process applies, which Manpower First manages on your behalf.

Permits Up To 3 Years

Following March 2025 amendments to Croatian immigration law, work and residence permits can now be issued for up to 3 years — significantly reducing administrative renewal burden for employers and providing greater stability for workers.

Strong Worker Protections

Croatian law requires employers to pay Indian workers the same wages as Croatian nationals in equivalent roles. Employers cannot pass permit costs to workers. A 60-day grace period applies if employment ends, giving workers time to find new positions.

Frequently Asked Questions

Questions Croatian Employers Ask Us

Can Croatian employers legally hire Indian workers? +

Yes. Croatian employers can hire Indian nationals (non-EU/third-country citizens) under Croatia's Law on Foreigners. The process requires an employer-led work permit application through HZZ and MUP. Since January 2021, Croatia has removed the quota system — there is no cap on how many Indian workers can be hired, provided the process is followed correctly.

How long does the full recruitment process take? +

The end-to-end process typically takes 2 to 4 months. The HZZ Labour Market Test takes approximately 15 days. The Stay and Work Permit issued by MUP takes 30 to 60 days. Following permit approval, the Type D visa application in India takes 2 to 4 weeks. Manpower First runs candidate sourcing in parallel with the permit process to minimise total lead time.

Do all sectors require a Labour Market Test? +

No. HZZ publishes a list of high-demand occupations where the Labour Market Test is waived. Seasonal employment in agriculture, forestry, catering, and tourism up to 90 days is also exempt. Construction and many manufacturing trades frequently qualify for the exemption. Manpower First will advise you on whether your specific roles qualify, potentially cutting weeks from the process.

Who applies for the work permit — the employer or the worker? +

The Croatian employer applies for the Stay and Work Permit on the worker's behalf — not the worker themselves. The application is submitted via the HZZ platform (for roles requiring a labour market test) or directly to MUP by email (for exempt roles). The Indian worker only becomes active in the process after the permit is approved, when they apply for the Type D visa at the Croatian embassy in India.

How long are Croatian work permits valid? +

Following March 2025 amendments to Croatian immigration law, standard Stay and Work Permits can be issued for up to 3 years, aligned with the employment contract duration. Seasonal permits are valid for up to 9 months. EU Blue Cards for highly qualified workers are valid for up to 4 years. Permits are renewable, provided the employment relationship continues.

What sectors does Manpower First supply for in Croatia? +

Construction, tourism and hospitality, manufacturing, food and catering, agriculture and forestry, logistics and warehousing, cleaning and facility management, and technical trades. Contact us if your sector is not listed — our network is extensive and we conduct open-market searches for roles outside our existing database.

Can the employer pass permit costs to the Indian worker? +

No. Croatian law explicitly prohibits employers from passing work permit sponsorship costs to employees. The employer bears the cost of the permit process. Additionally, Croatian law requires that Indian workers be paid the same wages as Croatian nationals in equivalent roles — there can be no pay discrimination based on nationality.

What is the minimum number of workers Manpower First can supply? +

We handle both individual placements and bulk mobilisations of hundreds of workers. Contact us with your requirement and we will advise on the most efficient approach based on your timeline, sector, and budget.

Does Manpower First deploy workers to other countries besides Croatia? +

Yes. Manpower First deploys Indian workers to Saudi Arabia, Israel, Bahrain, Russia, Germany, and several other markets across the GCC, Europe, and beyond. Croatia is one of our active European markets and our network and compliance expertise spans the full range of countries where Indian manpower is in demand.
